FEMA’s goal is to provide an NFIP Implementation Plan to that works for Oregon Communities. To help meet this goal, FEMA would like to encourage Oregon stakeholders to provide policy suggestions. These policy suggestions should be oriented to reducing impacts to habitats and ESA listed species. We are requesting policy options falling into one of three categories; avoidance, mitigation, and compensatory mitigation. Avoidance prevents impacts to habitats and species. Mitigation reduces the level of impacts. Compensatory mitigation uses habitat conservation and restoration to compensate for unavoidable impacts.
